But the ARSBC isn't listening....
BC Parks told the ARSBC that Parks would not issue it a permit to sink the Annapolis in Halkett Bay because it would destroy the Bay's habitat. So the ARSBC decided to try to give the ship to the BC Government. But the gift had strings -- they would only give it if the Government would sink it in Halkett Bay.
After considering the offer, the BC Government has refused. In a letter dated Nov. 4, the Ministry of Environment says: "After consideration of the offer, the Ministry is not prepared to accept the donation of the ship for sinking in Halkett Bay Park at this time....BC Parks has suggested there are other suitable locations..."

Meantime, the ARSBC in an update to its members a week after the letter from the BC Government said it is proceeding with its plans. How can that be? The DFO has stopped its environmental assessment and isn't issuing a permit and the Parks Branch isn't issuing a permit.
